Hon. Colonial Secretary,

I attach a letter from Mr. Arculli,

and

am now in a position to make more definite proposals as follows:-

(a). That the Indian boys at the Belilios Public School form the nucleus of the proposed School.

(b). That it be housed for the present in a vacant wing of the School,

(c). That Mrs. Hatwell be transferred from the Kowloon School on a salary of $80 per mensem as teacher.

(d). That her salary be paid by Government as at present and that the School fees be paid in as revenue as at present.

(e). That Mr. Arculli be asked to pay monthly the difference between Mrs. Hatwell's salary and the amount of fees collected plus $1.50 for each scholar in average attendance, this being approximately equivalent to the Government Grant of 30/- per annum.

(Thus the School will not cost the Colony any more than it would if it were a Grant School of the usual type. The Mistress' salary has to be voted it is true, but on the other hand the fees go to Government and not to a Manager, and the grant to Schools vote is not debited with the grant.)

(f). That Mrs. Main be offered the appointment of second Mistress at the Kowloon School.

I am afraid it would be necessary to raise the pay a little to induce Mrs. Main to accept. But I understand that she would accept the appointment on $100 a month. My proposals involve this small increase.

When it is considered that the non-Chinese boys at Queen's College are only one or two in a class of 40 or so and that in the Lower School these classes are under Chinese, the necessity of establishing a secular school for Indians is obvious. When further developed the School should aim at passing boys into the Upper School at Queen's College.
